Transit New Zealand Notice of Requirement for Alteration of a Designation

Hamilton City Council has received notice of a requirement from Transit New Zealand for an Alteration of a Designation for a project in respect of land required for the upgrade of the intersection of State Highway One (SH1) (Greenwood Street) and Killarney Road. The majority of the land to which the alteration of designation applies includes part of the existing Transit New Zealand designation for SH1 and part of Killarney Road, a local road controlled by Hamilton City Council. Land is required from properties along the northern side of Killarney Road to provide for the required road widening.

The proposed alteration of designation is to widen Killarney Road and SH1 (Greenwood Street) to provide additional lanes to improve the safety and capacity of the intersection. It is proposed the new intersection layout will consist of the following:

• Removal of the existing roundabout and installation of traffic signals;
• A left turn slip lane from Killarney Road (westbound) to Greenwood Street (southbound);
• All approaches will have three lanes consisting of two through lanes plus a dedicated right turn lane;
• 1.5m wide cycle lanes and green painted advance stop line boxes on all approaches to the intersection designed in accordance with Transit New Zealand Standards;
• Formal pedestrian crossing points incorporated into the signal phasing will be provided where there are none at present;
• The existing berm width will be retained where possible. However, where road widening is required and the berm needs to be reduce to minimise effects on adjacent properties, the berm width will be 2.5m minimum;
• A 1.8m wide minimum footpath provided on all approaches

Hearing

The designation was approved by council on the 6th of August 2008.  Councils recommendations and conditions were sent through to the New Zealand Transport Agency (formerly Transit).  On 5 September 2008 the New Zealand Transport Agency accepted the recommendations of the Statutory Management Committee (the Committee) to confirm the designation subject to a number of conditions.
