In the past, growth planning has been primarily driven by cost. For this strategy significant consideration has been given to how the principles and themes from each of the other city strategies inform and enhance the way the city grows. This has helped broadened the debate when considering growth options from simple cost to value delivered to the wider city.

The Hamilton Urban Growth Strategy is based on the concept of 'mend before you extend' and puts forward 4 key growth propositions:

  • Facilitating a move towards more choices for compact living environments in the existing city - with a greater focus on quality
  • In the short to medium term, recommitting to the development of Rototuna as the preferred residential growth cell, plus 900 sections in Rotokauri and 500 sections in Peacocke
  • The transfer of Ruakura land from Waikato District Council to be used as an innovation/employment area rather than residential (from around 2016)
  • In the longer term (beyond 2023) prioritising the development of the remainder of the Peacocke residential area.

The Background Technical Document to the Urban Growth Strategy

We’d also like to take this opportunity to highlight our thinking on growth beyond the city.

Future Proof, is a project that considers the growth challenges for our wider area and their cross boundary implications. It is different from the City Growth Strategy which looks at the approach to growth at a local level. Future Proof also takes a longer term view, looking out to 50 years from now. It is a combined project between a number of local authorities.

Three general directions or scenarios were released for public comment and feedback in October 2009.  The Future Proof Joint Committee considered all the responses, which informed the preparation of the draft strategy.  The draft strategy outlines in detail a number of areas of development, what might happen in those areas and some of the timing involved.  These include:

  • Residential Development/Settlement Patterns
  • Rural Land
  • Business and Industrial Land
  • Retail and Commercial Development

Submissions were sought on the draft strategy from 19 March 2009 to 20 April 2009. The submission period is now closed. Hearings and deliberations will be held in May 2009. It is anticipated that a final strategy will be recommended to the partner Councils for adoption by 30 June 2009.
