Background
The Local Government Act 2002 (LGA 2002) requires local authorities such as Hamilton City Council to get their communities thinking about and identifying how they would like to see their area develop over the next 10 years and beyond, and to translate this thinking into what are known as community outcomes.
The outcomes identified by the community indicate the community’s desire for how the city should progress socially, economically, environmentally and culturally (known as the four well-beings).
Community outcomes can be thought of as the things the community thinks are important for its well-being and for Hamilton’s future - the community’s goals. The community outcomes and the processes required to work towards them serve as decision-making inputs for Council and other organisations when undertaking their activities and when planning for the city’s overall and ongoing sustainable development. |

Hamilton's Community Outcomes
In 2004, Hamilton City Council invited a range of community organisations, Iwi/Maori, Central Government and other representatives to develop and oversee a community consultation process (held throughout 2005) to develop Hamilton's Community Outcomes.

A Collaborative Approach to Progressing Hamilton's Community Outcomes
While it is acknowledged that Council performs a wide range of activities and contributes in different ways to a number of Hamilton’s Community Outcomes, it needs to be emphasised that Council is only one of a wide range of organisations whose actions and direction promote community well-being in the city. Organisations such as the private sector, government agencies, health and social service agencies and Iwi/Maori organisations also make a significant contribution to promoting community well-being and have the mandate, resources and ability to influence the city’s progress towards Hamilton’s Community Outcomes.
The eight city wide Strategies (that have been developed from Council's Strategic Framework) work towards achieving the broader central vision of a vibrant Hamilton. This will enable key organisations in the city to better understand Council's intended direction for Hamilton and provide an opportunity for them to align their planning and service delivery. This leads to a more unified approach to making Hamilton a more sustainable city, and provides a platform to strengthen existing partnerships and develop new ones.

Community Outcomes Progress Indicators
Hamilton's sustainability indicators (which were developed by the community through an extensive consultation / engagement process) have been aligned to monitor progress towards Hamilton's Community Outcomes. Through this exercise a number of 'gaps' were identified where the previous sustainability indicators did not adequately measure the community's progress towards a particular outcome. These gaps were addressed by analysing and including new measures for which data is already collected as part of other monitoring projects:
- Council’s participation in the Quality of Life Project (www.qualityoflifeproject.govt.nz) - comprises 215 measures. The purpose of this internationally recognised project is to provide information to decision-makers to improve the quality of life in major New Zealand urban areas.
- Council’s participation in the nationally recognised Waikato regional community outcome monitoring group known as MARCO (Monitoring and Reporting Community Outcomes) - comprises over 190 measures (see www.choosingfutures.co.nz). MARCO is a multi-agency working group (comprising representatives from Environment Waikato, the region’s constituent councils as well as the Waikato District Health Board and Department of Labour).
In addition feedback was sought from a number of key stakeholders, including the New Zealand Police, Waikato District Health Board, Ministry of Social Development and Te Runanga o Kirikiriroa.
Hamilton's Community Outcomes Progress Indicators were consulted on as part of Council's 2007/08 Annual Plan.

Community Outcomes Progress Report
Council is required to report every three years on progress made towards Hamilton’s Community Outcomes.
The 2009 report presents information on the various indicators of Hamilton’s Community Outcomes. Trends are highlighted where possible and general conclusions are made about progress towards the outcomes. The report’s purpose is to help inform decision-makers about community needs in Hamilton, to promote better co-ordination and application of community resources. The intention is to help guide Hamilton communities along the journey towards more sustainable development.
