Council's 2009‑19 LTCCP

What is the Long-Term Council Community Plan (LTCCP)?

Each council in New Zealand is required to produce a 10 year planning document known as its Long-Term Council Community Plan (LTCCP).

 

The LTCCP outlines what Council plans to do over a 10 year period and examines its activities, costs, how they will be paid for and how they will benefit the community. The plan is then re-examined every three years.

 

The LTCCP is one of Council’s most important documents. It determines how budgets will be managed, how Council will use its resources and communicates the city’s vision and future aspirations. The overall objective is to deliver an affordable and balanced response to the city’s environmental, social, cultural and economic well-being.


The two volumes of the 2009‑19 LTCCP

Volume 1
Volume 1 outlines the overall philosophy and thinking behind the plan. A key component is the section around delivery of Council's services through 10 Activity Groups. This addresses service level provision, including key performance measures and targets.

Volume 2
Volume 2 contains Council's core financial policies (e.g., the Rating Policy and the Development and Financial Contributions Policy) as well as a full list of the funded projects to be undertaken over the plan’s 10-year period. It also includes the full list of unfunded projects.

Submission Process

Council's Proposed 2009‑19 LTCCP was open for public submissions between Saturday 21 March and Tuesday 21 April 2009.

Public hearings of submissions on the Proposed 2009‑2019 LTCCP were held from 12-15 May 2009. Community engagement in Council’s LTCCP and consultation process was one of the highest in the last 10 years. Council received 384 submissions, with 127 submitters who asked to be heard.
