Review of Hamilton City Council’s Dog Control Policy, Dog Control Bylaw, and Amendment to Parks, Domains and Reserves Bylaw 2007

Seeking Submissions

Hamilton City Council has reviewed the Dog Control Policy and Dog Control Bylaw 2004 in accordance with the requirements of the Dog Control Act 1996 and the Local Government Act 2002. A bylaw has been determined to be the most appropriate mechanism to manage dog-related issues as it is a requirement of the Dog Control Act 1996. Accordingly, Council has considered what changes are necessary to the form of the bylaw.

Both the Dog Control Policy and the Dog Control Bylaw have been re-drafted to better fulfil Council’s functions, duties and powers pursuant to the Dog Control Act 1996. An amendment is also proposed to the Parks, Domains and Reserves Bylaw 2007 to remove clause 8.1 from that bylaw to avoid unnecessary duplication, as that clause relates to dogs being on parks.

Council has determined to:

  • Revoke the Hamilton City Dog Control Bylaw 2004 and replace it with the Hamilton City Dog Control Bylaw 2009 to better fulfil Councils functions, duties and powers pursuant to the Dog Control Act 1996
  • Amend the Dog Control Policy
  • Amend the Parks, Domains and reserves Bylaw 2007 to remove clause 8.1 to avoid unnecessary duplication, as this clause relates to dogs on parks.

Submissions are invited from 3 July to 7 August 2009.

Submissions can be:

  • Posted to the Strategy and Research Unit, Freepost 172189, Hamilton City Council, Private Bag 3010, Hamilton 3240
  • Delivered to evel 2 of the main Council building in Garden Place.

If you do not use the standard submission form, please ensure you include your contact details (name, phone, email, postal address), and whether or not you wish to speak to Council at a hearing on these bylaws. The hearing is anticipated to be held in September 2009 (date to be confirmed).

All submissions should be received at Council by 4pm, Friday 7 August 2009.
